If you are using a double

If the stage calls for starting with a shotgun are double users allowed to have it loaded and closed, loaded but open or do they have to load from the belt?

"In Wild Bunch Action Shooting, side by side/double barrel shotguns are loaded under TO supervision at the staging location and staged open. The action may not close until “after the beep”. Any additional rounds needed must be loaded from the body or other specified staging position. If vertical staging is used, the double/side by side will have to be staged empty."
