Model 12 v Model 25 question

Got asked at work today a WB question. Would a Model 25 be legal for WB since it is simply a Model 12 without the ability to take it down? I told him probably not, since it is not listed in the acceptable list and didn't come out until 1925. Was I correct? And also, if it is not legal, should it be considered to be legalized? Thanks

Mod 25 is illegal since it is not called out in the rules as allowed.   A 25 is not a 12, just looks close to one.

If you want to suggest it, go ahead.  But there is such a good supply of 12's now, I think it would be a hard row to hoe.
